  • Handling matters concerning establishment and implementation of master and action plans for EMS operations and emergency medical services as well as guidance on City/Province action plans for EMS operations and emergency medical services (EMS)
  • Proposing and managing a bill on emergency medical services; researching and improving relevant systems
  • Handling matters concerning establishment and management of the Central Rescue and Emergency Medical Services Policy Council as well as guidance and supervision of City/Province rescue and emergency medical services policy councils (EMS)
  • Handling matters concerning supervision and coordination of City/Province emergency medical services as well as evaluation and feedback on them
  • Provide guidance, consultation, and instruction for emergency patients;
  • Instructing persons transporting emergency patients on first aid and guidance on destination hospitals
  • Handling matters concerning quality control of emergency medical services
  • Handling matters concerning government subsidies and criteria for expanding emergency medical service equipment
  • Handling matters concerning cultivation, education, and training of 119 EMS Responders
  • Handling matters concerning research, development and distribution of emergency medical service technology
  • Developing, distribution and managing education and training programs on first aid for 119 EMS Responders
  • Handling matters concerning establishment and implementation of measures for the prevention of safety accidents and infection as well as health care for 119 EMS Responders
  • Developing, distributing and managing guidelines on standard first aid at the scene and selection of hospital destinations for 119 EMS Responders
  • Managing public health doctors, medical preceptors, emergency medical preceptors hired by fire service agencies or stations and handling matters concerning their service
  • Establishing and operating the Central 119 Emergency Control Center; supporting City/Province 119 emergency control centers
  • Constructing, managing and operating an information network related to 119 emergency transportation
  • Building a connection between information on emergency patients transportation and the computer network related to emergency medical services
  • Utilizing emergency resources and providing first aid at the scene of a disaster; building a supportive and cooperative system with emergency medical organizations
