4차 산업 시대에 실효성 있는 재난 대응 정책을 개발하고 미래 재난환경 변화에 선제적으로 대응하기 위한 대회다. 1982년 '제1회 소방행정발전연구대회'로 시작해 현재까지 이어지고 있다.<br />

18개 시도에서 제출한 연구논문 중 1차 심사 결과 우수 논문으로 선정된 8개 시도 연구팀이 본선에 참가한다.<br />

본선에 진출한 연구과제는 '사물인터넷을 활용한 시각지휘신호 개발에 관한 연구'(경상북도), '전기자동차 충전구역 안전성 확보를 위한 화재위험성평가와 안전대책에 관한 연구'(경기도) 등이다.<br />

최종평가는 1차 논문심사 점수와 2차 발표심사 점수를 합산해 고득점순으로 결정한다. 발표된 우수논문은 국민안전 향상을 위한 주요정책의 기초자료로 활용된다.<br />
